Ölçme-Değerlendirme: Her bir doktora programının öğrenciye kazandıracağı öğrenme kazanımlarının ölçme ve değerlendirmesinin nasıl yapılacağı, YÖK’ün bu konularda belirlediği temel ilkelere uygun olarak yükseköğretim kurumları tarafından hazırlanan eğitim ve öğretim ve sınav yönetmeliğine göre yürütülür. 3. YÖKAK, yükseköğretim kurumlarının dış değerlendirmesine ilişkin hazırladığı “Kurumsal Geri Bildirim Raporu”nu kamuoyuyla paylaşılır. Lisans yeterliliklerine dayalı on yarıyıl, tezli yüksek lisans yeterliklerine dayalı sekiz yarıyıllık programı kapsayan, öğrenciye bağımsız araştırma yapma, bilimsel problemleri, verileri geniş ve derin bir bakış açısıyla irdeleyerek yorum yapma, analiz etme ve yeni sentezlere ulaşmak için gerekli becerileri kazandırmayı amaçlayan bir yükseköğretim programıdır.
Eğitim ve öğretim örgün bir şeklinde gerçekleştirilir. Ayrıca, yükseköğretim kurumları bünyesindeki araştırma merkezleri ve laboratuvarlarda uygulamalı eğitimler yapılır.

Yükseköğretim programlarının niteliğinin gözetilmesi için;
- YÖK, yükseköğretim kurumlarında gerçekleştirilen eğitim ve öğretimle diğer faaliyetlerin planlanması, düzenlenmesi, yönetilmesi ve denetiminden sorumludur.
- YÖK tarafından belirlenen kriterler çerçevesinde her yıl hazırlanan yükseköğretim kurumlarına ait “Üniversite İzleme ve Değerlendirme Raporları” yayımlanır. Bu raporlara göre hazırlanan, yükseköğretim kurumlarına yönelik nicel ve nitel değerlendirmeleri içeren raporlar da YÖK tarafından kamuoyu ile paylaşılır.
- YÖK tarafından her yıl vakıf yükseköğretim kurumlarına ait akademik, idari ve mali verileri içeren “Vakıf Yükseköğretim Kurumları Raporu” yayımlanır. Vakıf yükseköğretim kurumlarına yönelik yapılan nicel ve nitel değerlendirmeleri içeren bu raporlar YÖK tarafından kamuoyu ile paylaşılır. Yükseköğretimde doktora programlarının kalite güvencesi şu şekilde sağlanır:

- Lisans veya yüksek lisans diplomasına sahip olmak,
- Üniversitelerarası Kurul Yabancı Dil Sınavından (ÜDS) en az 55 puan veya Üniversitelerarası Kurulca eşdeğerliği kabul edilen benzer sınavlardan bu puana eşdeğer bir puan almış olmak.
- ALES’den başvurduğu programın puan türünde en az 60, lisans diplomasıyla başvuranlardan başvurduğu programın gerektirdiği puan türünde en az 70 standart puana sahip olmak.
- Doktora Programlarına, Öğrenci Seçme ve Yerleştirme Merkezi (ÖSYM) tarafından merkezi olarak yapılan (ALES) standart puanı ve adayların başvurdukları bilim alanında yapılacak yazılı sınav sonucu değerlendirilerek öğrenci alınır.
- Doktora öğrenimine kabulde başarı notu; ALES puanının %70 i ve yazılı puanının %30 u alınarak hesaplanır. Yazılı Sınavı, 100 tam not üzerinden değerlendirilerek belirlenir. Yazılı sınavına girmeyen veya yazılı sınav notu, 65’in altında olan adaylar başarısız kabul edilir. Yapılan değerlendirmede 100 puan üzerinden en az 70 puan, lisans ile kabullerde en az 75 puan alanlar, başarı puanlarına göre sıralanarak kontenjan dahilinde doktora programlarına kabul edilir.
Üniversitelerde öğretim elemanı olarak çalışabilirler, kamu ve özel sektörde uzmanlık alanlarına göre uygun pozisyonlarda görev alabilirler.

The vote can be for acceptance , rejection or correction . A student may be given, by a decision of the Administrative Committee of Institute of Science, up to six months to complete the corrections. The student must then retake the thesis examination.
- For Turkish Citizens: Second Cycle (Master’s) Degree diploma with thesis,
- A minimum ALES score of 55 or equivalent international examinations scores for graduate-level programmes such as GRE, GMAT, etc., recognised by YÖK.
- A minimum score of 55 in accepted foreign language proficiency exams. Candidates gain access to the programmes based on their composite scores consisting of second cycle degree grade point averages, ALES and foreign language exam. For International Students: Second Cycle Degree diploma with thesis obtained from universities recognised by YÖK. Candidates gain access to the programmes based on their second cycle degree grade point averages.
Researchers graduated from the program may work as an academician. They can also find appropriate position for their specialty in government and private sector.
